This study analyzes the legal challenges of establishing a cooperation system between local governments to overcome the crisis of local extinction. The current Local Autonomy Act stipulates various cooperation methods such as cooperative projects, delegation of duties, and administrative councils, but has limitations and underutilization. The government is seeking cooperation measures by establishing special local governments, but issues such as identity and constitutionality exist, and future efforts are needed to establish a flexible and efficient cooperation system through constitutional interpretation and central-local cooperation.
