Summary

This study examines whether travelers can cancel overseas travel contracts without liability for damages when the purpose of travel is impossible due to outbreaks of infectious diseases or political instability in the destination country. While cancellation due to force majeure should be allowed from a consumer protection perspective, specific cancellation criteria need to be established considering the burden on travel agencies and the potential for abuse. The Fair Trade Commission should present criteria through overseas travel standard terms, and the government should alleviate the burden on travel agencies through national support.
