This study examines the normative system of sports human rights and discusses the national responsibility, suggesting that sports human rights should have fundamental rights characteristics. Sports-related laws have characteristics of support and promotion, and sports human rights are summarized as the right to pursue a human life by voluntarily participating in sports and basic rights in the body and health. Therefore, sports human rights need to be specified as fundamental rights through the enactment and amendment of laws, which is the legal responsibility of the state.
