This study proposes a social studies controversial issue class applying deliberation based on deliberative democracy, emphasizing social consensus. Based on the analysis of existing class characteristics and the derivation of deliberation features in deliberative democracy, it presents a 9-step class process and considerations to enhance students' consensus communication experience. In particular, it emphasizes students' civic experience reflection through the discussion process.
