Summary

This study compared and analyzed the environment and effects of early childhood education and childcare policies in Korea and the OECD, focusing on finance, quality, and home environment. The analysis revealed that Korea's financial input for education and family welfare was lower than the OECD average, with higher enrollment rates for children under 5 (excluding 5-year-olds) but a lower fertility rate. Furthermore, the minimum qualification standards for early childhood teachers were similar to the OECD average, but the teacher-child ratio was low, while PISA scores exceeded the OECD average.
