Summary

This study theorizes the stages of citizen participation in digital public administration, reflecting the changes brought about by the development of IT, and categorizes the development stages of digital citizen participation based on Arnstein's ladder of citizen participation model. Specifically, it presents six stages – open data, customized e-service, online ombudsman, citizen sourcing, civic hacking, and civic administration – and explains that as the stage progresses, the redistribution of power and influence of citizens increases, and the state's supportive role is emphasized.
