Summary

This study examines the hypotheses for the causes of the recent decline in basic learning capability and seeks solutions. The analysis suggests that frequent curriculum revisions and increased administrative workload and decreased satisfaction among teachers are more likely to be the main causes of the decline in basic learning capability than economic disparities. Further research is needed along with a diagnosis of the curriculum and measures to improve teacher satisfaction.
