This study examines the current disaster broadcasting legislation for pay-TV operators and seeks improvements. Since the 2015 revision, the scope and standards for disaster broadcasting have been ambiguous due to the lack of consideration for the characteristics of pay-TV operators, and difficulties in implementing legal regulations arise from differences in broadcasting systems. It is necessary to establish a quick and unified disaster broadcasting system through legal revisions, automation of the transmission system, and improvement of the monitoring method.
