This study identifies the gap between the reality and related policies concerning young children vulnerable to fine dust, analyzing the experiences of their parents through grounded theory and suggesting policy implications. The analysis revealed that parents experience distrust and anxiety towards the government and daycare centers due to their children’s health vulnerability, lack of policy knowledge, and information overload, recognizing difficulties in information acquisition, policy inconsistency, and lack of communication channels as major gaps.
