Summary

South Korea is adopting a hedging strategy through the New Southern Policy, strengthening cooperation in areas beneficial to South Korea, the US, and China, rather than choosing between the US and China’s competing strategies. This ambiguous strategy by South Korea is a typical hedging approach taken by a weaker state maintaining distance from the fierce competition between great powers. This demonstrates the validity of the balance of power theory in explaining South Korea’s strategic actions in relation to the US-China competition in the 21st-century Indo-Pacific region.
