China launched 5G mobile telecommunication commercial services in 2019 and promoted industrial applications by incorporating 5G into ‘Made in China 2025’. China’s 5G policy has been expanded based on the participation of foreign-invested companies and a huge domestic market, going through stages from R&D to international standard diffusion. In particular, the 5G+industrial internet policy adopts a best practices model presentation method, and local governments are more active in policy adoption than the central government.
