Summary

This study explores ways to enhance the effectiveness of service provision to abusers by elder protection agencies in response to the increasing incidence of elder abuse. It proposes a five-stage classification based on the severity of elder abuse, along with corresponding measures and legislative proposals, emphasizing the importance of legal and institutional improvements focused on a social welfare approach to address elder abuse. Despite current institutional limitations, future efforts should prioritize social welfare support over criminal punishment to resolve elder abuse issues.
