This study suggests that unjustified delays in the Korean policy-making process can be attributed to the government's intentional non-decision-making strategy. An analysis of the Lotte Shopping Mall in Sangam case indicates the possibility that the government's active and strategic non-decision-making influenced the policy delay. This necessitates a review of the government's new policy-making approach, distinct from passive administration.
