This study explored the response experiences of social welfare facilities in Busan during the COVID-19 pandemic, revealing challenges such as a lack of public-private cooperation, insufficient guidelines for operation and service provision, financial difficulties, and worker safety concerns. The findings suggest the need for strengthened public-private partnerships, standardized manuals, and support for online services to ensure the stable operation and service delivery of social welfare facilities in the future.
