This study analyzed the difficulties encountered in service provision as social welfare centers in Busan suddenly shifted to non-face-to-face services due to the COVID-19 pandemic, using the IPA technique. The analysis revealed challenges faced by field workers due to insufficient preparation, leading to service suspension or full transition to non-face-to-face formats, as well as differences in importance and performance levels based on organization type.
