This study proposes measures for inter-Korean tourism exchange and cooperation according to the phased changes in sanctions against North Korea. It suggests individual tourism and reunions of separated families in the current sanctions maintenance phase, Geumgangsan/Gaeseong tourism and Baekdusan tourism in the sanctions easing phase, and the opening of the entire North Korean region and exchanges in all areas in the sanctions lifting phase. These proposals are based on the easing of international sanctions against North Korea and economic development through ODA.
