Summary

This study analyzed the perceptions of key stakeholders regarding local council expertise using Q methodology. The results identified five distinct perception types – competency enhancement focused on council members, institutional reform, efficiency-oriented, elitist, and gradualist – and suggested that discussions can be categorized based on temporal perspectives and the focus of expertise acquisition.
