This study empirically analyzes the efficiency of public service delivery methods in local governments using Data Envelopment Analysis (DEA). The results show that the efficiency of direct provision, contracting-out, and public entrustment varies depending on the publicity and ease of performance measurement. Specifically, direct provision is efficient for water supply, culture and arts centers, and youth training centers, while contracting-out is efficient for public parking lots and recreation forests, and public entrustment is most efficient for sewage disposal and waste collection.
