Summary

This study empirically analyzed the level of policy coherence between the Moon Jae-in administration's autonomy and decentralization promotion strategies and tasks. The results of the expert survey showed that the six promotion strategies had high explanatory power for autonomy and decentralization, and 61.3% of the 31 promotion tasks showed ‘medium’ or higher policy coherence. Review and supplementation of tasks with low coherence or incompatibility, especially improvement of tasks requiring residents’ perspectives, are necessary.
