This study analyzes the problems of the Cultural Heritage Protection Act and proposes criteria for selecting the value of cultural heritage reflecting the changing times. It suggests legislative proposals such as the introduction of digitalized cultural heritage, clarification of criteria for preservation and utilization, establishment of the right to claim the return of cultural property located abroad, and the realistic payment of rewards for reporting the discovery of cultural assets to enhance the effectiveness of cultural heritage protection.
