Summary

This study analyzed the change process of elementary and secondary school student counseling policy from a historical institutionalism perspective. The results showed that the policy was divided into four periods based on decisive events, and it changed gradually while maintaining the large systematic frame due to the fixation of the at-risk student-centered paradigm, non-compliance of policy executors, and delay in legislation. The study suggests a transition to a preventive student counseling paradigm, expansion of policy executors' participation, and the need for system legislation.
