This study analyzes the changes in the National Lifelong Education Enhancing Plan (NLEEP) and its impact from the perspective of historical institutionalism. The results show that changes in lifelong education policy are classified into punctuated equilibrium, path dependence, and gradual transformation, and the basic plan and promotion tasks influence the quantitative changes in lifelong education programs. Based on these findings, the study suggests strengthening the connection with the field of lifelong education, establishing a policy evaluation system, and securing a support system to address inequalities in programs.
