Summary

This study raises the issue that the tailing activities of private detectives within the scope of their work can be punished as stalking crimes, and analyzes Japanese laws related to the private detective business. Furthermore, it reviews the relationship between the pending Detective Business Bill and the Stalking Punishment Act, and suggests ways to improve the law to promote the appropriateness of the private detective business.
